Modding an Envoy staff
I dont have an Envoy staff (yet), but i noticed it comes with a mod (swift staff head, although it isnt mentioned in the weapon description).
I wonder if anyone knows if this mod can be replaced by another mod (like an insightful staff head)? |

As envoy weps comes as an gold, they are fully moddable.

Most staves come with an inherent mod of HSR of all spells (20% chance). This is replaced on the Envoy staff by the HCT of all spells (10% chance). You can still add a staff head and a wrapping as usual.

Are the Envoy Staves like this intentionally or are they inferior due to a bug?

It's not a bug, it is intentional. Whether it is inferior is debatable. If you are not a mesmer, being able to improve your casting time would be a boon, especially since you can still add the Swift Staff Head and improve your chances even more.
